Nelson has a genuine creative streak to it. The Suter Art Gallery is worth a look if you're into local art, and the cathedral area with its historic South Street nearby gives the city a bit of character that's easy to wander around. The Nelson Farmers Market is also among the biggest in the country if you hit it on the right day.
Golden Bay isn't really an art and culture destination in the traditional sense, but it has its own thing going on. Takaka township is the home of the hippie, and the locals have kept it genuinely weird and wonderful. There's a non-profit village theatre that does mid-movie intervals with cups of tea for a dollar, which tells you everything you need to know about the vibe. On the way over Takaka Hill, The Woolshed Canaan gets good mentions as a coffee and scenery stop that doubles as a bit of a local gallery moment.
If craft beer counts as culture, the Townshend Brewery near Riwaka is among NZ's better ones. Creative Tourism NZ in Nelson does bone carving experiences that reviewers rate highly. Small, hands-on, and properly local. That's about the right level of art and culture for a campervan trip through here, honestly.
