Freedom camping close to Queenstown central is a non-starter. The council bylaw situation is murky and you might see others giving it a go, but the locals aren't into it and it's not worth the hassle. Save yourself the stress and head further out.
My pick for the whole greater Queenstown Region is Lowburn Harbour near Cromwell. It's genuinely good and a solid base for exploring both sides of the region. The other one worth knowing about is Kingston Lake Camp, on the road south toward Te Anau. It's an A1 location but gets absolutely rammed, so arrive early or you'll be wedged in tight. After that, Glenorchy is worth a look for a night, especially if you want an early crack at the trails before the tour buses roll in.
