Whatever the weather, this is a must do!
We had cloud and 60kph wind with very low temperatures but absolutely loved it! The clouds parted for exactly the right moment to see the craters and lakes. Bring warm clothes and definitely a hat and gloves.

Do not pay for thermal parks!
The Spa Park near Lake Taupo is a must visit. It is a free thermal pool that connects to the river allowing a great hot/cold mix.
