You'd be advised to book ahead here as it does get full.
Book online or call or call in. It's a car park on the side of the Quay (and the road) right next to the Blue Bridge ferry terminal. $50 per site. No wifi (but there are several Spark wifi hot spots in the vicinity and the backpackers across the street also have paid-for wifi).
Toilets and showers (accessed by key code, given to you when you check in) were clean and good, although it's a push button shower, you can push as many times are you want.
Access is for 24 hours from 10am, so you can have a great day out in Wellington, as well as be close for your ferry. Powered sites available, no extra charge. Rubbish disposal near the toilet block.
We slept well and were only woken once by fellow parkers having a loud conversation at 1am. We left at 7am for a ferry, but I can imagine the traffic starts to go past into the city then too.

Huge site on the outskirts of Blenheim en route from Picton.
The site is split into two, with the motels as you enter and the camp site "under the road and railway bridge", by the river. We hardly noticed the road noise.
The kitchen on the motel side is MUCH better equipped, although there is also a third kitchen facility also on the camp side. The main kitchen in the campsite is upstairs (as are the four toilets/showers per male/female), with the laundry.
Three double electric stove tops, fridge, freezer, microwave and kettle, small table and a few chairs. There's also an Internet kiosk and wifi is accessible from the camping sites, although the speed was awful and we weren't even able to use the free 100mb each day per device despite attempting to.
Friendly staff, kitchen and showers were clean, location is good.
