At end of February 2019 (on wet day) went for walk along the track, there is a small car park immediately when leaving the main road, it is quite isolated, so do not leave valuables in your vehicle.
The track, as such is mainly a small semi sealed road, which services many of the properties along the road/track, on my visit the gate was not locked, but I respect the signage by DOC, which instructs one to follow the orange way markers.
It is quite hilly from the beginning, quite unsuitable for a stroll to Taronui Bay, my wife and I wore walking boots and we're glad we did so.
The track is very straightforwards until you reach a point, maybe 3 km along, when the path/road seems to be blocked by a closed gare, the actual track veers to the right, through a rough bush track, this continues for approx 1km to the beach at Taronui Bay, which is indeed beautiful, even on a wet day.
The Beach has no facilities, therefore take any drinks/food for your visit.
I consider myself to be a regular walker, with a reasonable degree of fitness, but I would advise those who are not regular walkers, or who do not have good mobility not to attempt the walk.
